The plant in the picture is not "Wild Licorice" (aka "American licorice" or Glycyrrhiza lepidota) http://plants.usda.gov/java/profile?symbol=GLLE3.

The plant in the photo is definitely in the Family Apiaceae ("Parsley" family). Perhaps "Anise" (dogs like the smell) or anise-scented relative...

The licorice-like flavor is often used to enhance the flavor the candy called "licorice" which originally was made from the "Wild Licorice" plant.
